In theory or proofed, if everything is identical with a load with the exception of the number of times the brass has been fired, will the pressure increase as the brass is fired, or will the pressure decrease?

Don't think there's enough difference between new and fired brass to tell a difference. If there is a difference it's awfully slim. In that case it would matter if full length resizing vs neck sizing which probably causes less than 1% difference in case capacity

On initial fire forming the velocity will be reduced since some of the pressure is being used to expand the brass to fit the chamber. The overall pressure would be the same you're just using some of it to work the brass.
