My next step would be a flat based bullet.
New rifle?
Is the scope a known performer?

If it were me I would try a flat base then if that doesn't work I would try a different powder.
Have any mag primers laying around or already using them?

Scope, mounts, action screws. Where I’d start anyway.

If you think it may be the scope, change the scope.

I had one of that model and 2 3.5-10's that wouldn't reliably track. Recently had a 2.5-8 that had groups open up; was good for 15+ years as a set it and forget scope on a 35 Whelen that saw a lot of shooting and use.
But if you have any doubts, I'd throw a known entity scope on it. Or try the scope in question on a known entity rifle.

Has anyone used one of these and had it go to crap??? Working on a friend's Bergara b14 HMR in 300 Winchester and can not get the thing to group. So far I have tried RL 22 and 180 ballistic tips and Sierra game Kings nothing will come together..... If the scope has failed, I’d think the groups would like pretty bad, as in scatter gun (relatively speaking). What kind of groups are you getting with it? Checked for any bedding issues yet?
Don't speculate when you don't know, and don't second guess when you do.

If the scope has failed, I’d think the groups would like pretty bad, as in scatter gun (relatively speaking). What kind of groups are you getting with it? Checked for any bedding issues yet? You won't always see catastrophic failure and shotgun patterns with a bad scope. Sometimes the groups just open up from 1" or less to 2-3" or more. Similarly, scopes can display wandering zero, wherein the groups are small, but they move over time in relationship to POA. I had a member on this forum find great amusement in my experiences with wondering zero; he thought it ridiculous that POI could shift when a rig isn't being used. In fact, with many models of scope, it's not all that uncommon for zero to shift while a rig sits on the shelf or in the safe for long periods of times. Many wouldn't even realize they are experiencing it, unless targets from various range sessions over a period of years are placed over one another. Too, some rigs aren't capable of enough precision for it to be readily apparent. Placing a known reliable scope on a rig sorts out pretty quick if any issues are optics related.

Just asking if others had an issue. I am not blaming the scope and not nearly done with testing John

I had the same problem a few years ago. New rifle and new scope and poor groups. It was the scope, but I wasted a lot of reloads finding out. When everything is new, it’s hard to decide where the problem is. Personally, I’d try a known good scope and see if that fixes the problem.
As for Leupold VX3 4.5-14, I have two and have had no problems. One of them is pretty new and one has had a lot of gun time.

You do touch upon an important point - eliminate one variable at a time.
