I thought the recent SCOTUS ruling laid waste to such things, is this legal, constitutional, or just another extralegal BS regulation they're trying to foist on us?

I just word on this, my nephew works at the gun counter at a Bass Pro store, and he's really bent outa shape about it. He's been building a few (for his own use), and keeps up with the legalities better than I do.

The legal precedent would apply to ANY firearm that has an upper and lower.
Your 1911... your Ruger .22 semi auto,...etc.

They want to "audit" records for concealed carry licenses, they want a "survey completed" on holsters by the mfgs, they want serial-numbered uppers. Even Stevie Wonder can see the pattern.....

From what I had heard and read several weeks ago, they basically want any part which contains any part of the firing mechanism to be serialized. This could even be stocks and triggerguards.
And by the way, why the hell they ever decided that the "lower receiver" of an AR15 was to be the serialized "firearm" is beyond me. It's a freakin' triggerguard. Every other gun that has a barrel screwed into the receiver has that part serialized. D U M B. but whatever.

Can't see that sticking, upper is useless without the FCG. Actually, you only need the barrel, with the barrel extension installed, a stripped bolt and a firing pin to make the assembly fire. You can just poke the round in the barrel, insert the bolt, turn it a few degrees, and hit the firing pin with a rock. There is no need at all for the aluminum "upper receiver" housing. In that scenario, the barrel extension is the actual "receiver" since it receives the barrel and the bolt. Tony

Guy that sets up at local gun shows was buying Palmeto lowers and building them into rifles. BATF paid him a visit and seized 500 guns, everything he had not just AR's he had built. He had no FFL and had been selling them cash and carry, no paperwork or background check. Engaging in the business got him in trouble, that part of BATF regulations is purposely vague.
