Saw something on TV years ago where they were covering one of the communist countries. They had a centrally planned government in control of all manufacturing. Their manufacturing plants rotated what they were manufacturing. If someones toaster died they couldn't find one in a store as all the ones made during the last production run had been bought up. If toasters weren't on the schedule to be made soon they could have to wait months to have the chance to buy one and there was no guarantee they would be able to get one when they did make them. It was like that with pretty much all their manufacturing.
