Curious to know what ammo law enforcement agencies are issuing or advising for short barreled 9mm semi-auto handguns.
Now, in 2022.

Everything is going heavy for caliber and subsonic in bullets designed to open at subsonic speeds.
As far as I know.

I believe the 147 grain V Crowns are what I saw most of the LEO guys buying up at the pistol course I attended in Epping. That's also what I carry in my P365. I load my own when I can get them. I keep them loaded in my wife's Shield 2.0 as well.
Full sized is probably the V Crown 124s ... they make a +P version as well.
I gotta say I've been getting some incredible results with some 124 RMR Nukes I loaded ... very similar, if not equal-to, the V Crowns.
I don't think you can go wrong with the 147 or 135 HydraShoks either. They perform well in the 950-1050 range.

Now, in 2022. I do not know what police use, but you want ammo with bullets designed to open up at lower velocities. One example would be Speer short barrel ammo.

124 gr HST for me in the Shield and EMP. Yeah .... those are great actually, when you can find them. Haven't had a chance to gel test them personally but have seen some videos. They're sure proud of those things. Pricey.

As far as I know. Sounds sort like a .38 Special

From what I recall starting out with lower velocity means less velocity lost per shorter barrel length. For example .357 looses more velocity then .38 Special when one reduces barrel length. I suppose this means with heavier subsonic projectile slight velocity loss will not reduce bullet expansion.

Same here, except I purchased about 700 rounds of the +P version........is a snappy round out of the Sig P365.
