I was working on a small ring project and I was wondering if there is any tool out there that would smooth out the locking lug area on a receiver before being sent off to be re-hardened. Figured I would ask here as I noticed a little area of the upper lug that had been nicked by the tap when it was being set up for scope bases.

Brownells offers receiver truing tools that ought to take care of that.

I looked on brownells and I didn’t see much for the mausers unless I completely missed it. I did see this on Pacific Tool and Gauge but it’s only for large ring mausers.

Kind of wonder if I’m actually worrying too much about something that will cost too much to fix.

There's a simple tool you can make to lap the lug seats. However, the tap dug in some "threads" that are pretty deep. The amount of material you would need to remove will simply increase the amount of unsupported case head. Why would you want to do that? In this case, since you are getting it rehardend, a small amount of lug lapping beforehand would break any edges present. The small amount of "threading" just happens to be inline with the ejector slot in the top bolt lug. Leave it be as that area is unsupported anyway.
