So on Barnes site they list 59.8 H414 as min, and 66.5 as max for their bullet. yet Nosler for their 210 bullet it is 67 min to 71 max of H414, is there really that much difference from using the partition to the Barnes bullets, I want to load both to see how they do in my 338 win mag, but quite a difference between the two makers.

Partitions tend to result in higher pressure than some other bullets. TTSXs tend to result in lower pressure than other bullets of the same diameter and weight.

If both bullets were tested in the SAME pressure-barrel--and pressure-system, with the same batch of H414, and both bullets seated the same distance from the lands, then the difference might very well be reversed. In fact I would bet it would, due to considerable experience in various pressure labs--and handloading different bullets and powders in the SAME rifles.
The reason we don't know how close both bullets were seated to the lands is the simple cartridge overall-length information used by most loading manuals doesn't provide that information. In fact, it's usually the maximum OAL listed by SAAMI, which has nothing to do with pressure or accuracy, but whether the rounds will fit in the standard-length magazine.
Which is why I use every available source of pressure-tested loading data when starting to work up loads. And DON'T have a "favorite" source....
