Ruger 28 ga. O/U are great but hard to find and very pricey. A Browning Lightening would be another good choice. I you are looking for a reasonably priced new gun, you should look at a Tristar TT15 Field or their Bristol SXS. I have the TT15 and it is a great value and a good performer. Some are built on 20 ga. frames so that also may play into the decision. True 28 ga. are much more trim and handy

One of the best values are the Rizzini / F.A.I.R Italian built guns. They can be found under several brands: Verona (501, 502, 503) is the most common. Also the Savage Milano. The Verona will usually be under $1000, the Savage a little more than $1000.

I have the Savage Milano and am very happy with it. I picked it up on GB about ten years ago for about $800 and would be one of the last ones I’d sell. Good luck in your search.
