I think it’s just a cover for more money laundering. They are running out of “just causes” to send millions to foreign countries. Anything gender related is in fad now so no one is likely to question it. I seriously doubt Pakistan has that much of a gender assignment issue. They can’t just send them bomb making materials or money earmarked for IEDs.

Aid to foreign countries has always been a money scheme to receive kick backs of taxpayer dollars back to the government people who back the aid.Once our money goes to a foreign country,there is no audits in how the money is spent.

Good point.... It reminded me of hearing that Ukraine had a lot of money invested in crypto, with that FTX outfit that suddenly went bankrupt. It was said that Samuel Bankman Freid, the head honcho of FTX; was the second biggest donor to the DNC, after George Soros. Nowadays I don't know what to believe anymore but has anybody else heard anything about that?

I've been polling people in conversations. Do you know how many billions there are in a trillion? We have reached numbers in .gov spending, most people can't even comprehend. Probably better to bring attention to these smaller, absurd items.
