Poor ghetto spawn was UNDOUBTEDLY addled by drugs (probably multiple types - both legal and illegal!).
I'll say it again - if there was a drug testing policy for receiving welfare benefits the crime rate (and "fatherless" birth rate) would drop by at least 25%.
The "ghetto lotto" winnings in this incident may well be very small!
Sad situation in so many ways.
