I learned this one since we moved back to Florida last year, although not the upside down part.
Apparently when snow birds descend on this state in their RV's they set out their plastic items such as the pink flamingos and Christmas lights to give a sense of home.
So a row of those pineapple lights is supposed to be a form of advertizing....
