If you’re only worried about looks then YES it can be rescued with a reblue. If you care about how it shoots the outside of the barrel makes no difference and we’d need to see the bore to have a better idea.
I had a Savage 99 in 300 Savage that had a terrible looking bore but the rifle didn’t know it because it shot 2 different factory loads to an inch or under reliably. That rifle taught me that shooting a rifle to see how it shoots is the only way to know for sure how it shoots. 😉
I’d invest in a box of shells before I invested in a new barrel.
