Musta been answered by one of Biden’s judicial nominees.
Give a man a fish and he eats for a day. Give a man a welfare check, a forty ounce malt liquor, a crack pipe, an Obama phone, free health insurance. and some Air Jordan's and he votes Democrat for a lifetime.

it makes sense if you are looking for pattern ,
'8' + '0' = '80' , that is correct in programming
>>> print('8' + '0' ) #python 80

>>> print('8' + '0' ) #python 80 In the print command example above, the "+" acts as concatenation, not addition. The characters "8" and "0" are treated as strings, as they are single quoted. print ( 8 + 0) should return "8" At least, that's what I remember. I'd have to load Python on this lappy to test.

Yep, found a Python sandbox online.
