Milwaukee makes one that I heard from a buddy is excellent.

I used to wear one when on the Haley late in the season. Aero I think was the brand. It didnt suck being warm. Plugged into the bike though.

They are great until the battery runs out... I think i would rather a good jacket and chem heat packs.

I have a heated vest. It's not the model I would have chosen, (gift from wife) because it doesn't have the coverage I wanted, but it does work and I use and appreciate it.
I think a heated under layer would make more sense because wearing a heated outer layer over other layers doesn't really get the heat to your body efficiently as it could. A heated under layer with a jacket over it would be a better setup.

I have a heated vest. A 20k mah power pack will run it for most of the day. They're picky about which power pack to use. Read the Q&A's and the reviews to find out what packs people have found that do or don't work. Mine runs fine on my pack but not at all on my wife's 10K mah pack. It just won't heat up with it.
The vest is fairly thin and fits under any of my coats with ease. It really feels good across my kidney area especially.

A lot of (well some) motorcyclye outfitters offer heated liner vests with variable heat pulse controls. That technology is at fifteen years old so i bet that you could find them used from riders who stick to fair weather these days and with some radio shack technology get what you need.
