You Sir are correct about cutting anyone of the locks and getting the gate open.

As for the hole being too small for the bend of the lock shank..... they got the lock in that position, so the hole must be big enough. Or, it's photoshopped! That is a possibility.

The locks on the bottom cross-pin look like they're simply draped over the pin. Perhaps the bar stock goes through a slot in the pin, but it doesn't look like it does. I'm going with photoshopped.

I still think and I may be wrong that it is a photo shopped pic.

That said someone has a real good idea if it was not for thieves.

They use this kinda stuff on Cell Phone sites when they had multiple providers on the site.

Each one has their own keys.
