Not sure why you think I support FEMA, or why you thought that was a clever "gotcha" retort. I think FEMA should be abolished, along with about 95% of the rest of the federal govt. But if it helps you feel more intelligent, you can list any agency you want, and I'll answer if I think it's authorized by the constitution.

(I also blame FEMA for a lot of deaths due to natural disasters, but that's a complicated discussion involving free markets and risk assessment that I think is above your intellectual ability to comprehend.)

FEMA is another huge Bureaucratic entity that takes responsibility off Congress. It's mother may I nonsense in action. We taxpayers pay for all that useless waste and overhead.
