Here's a simple way to tell if any scope and ring combo will clear a barrel. Scope and ring makers mix up Imperial and metric measurements so you need to convert back and forth but internet converters on google make that simple.
The quick formula:
(Objective lens diameter in mm - tube diameter in mm) / 2 = X, convert X back to inches.
Ring height = Y
Y - X = clearance above the receiver.
Individual barrel taper and scope position will give some unknown amount more clearance above the barrel but it's never less, unless you have some weird barrel bigger than your receiver.
The long winded explanation:
(Objective lens diameter in mm - tube diameter in mm) / 2 gives you how much of the scope bell will be below the ring saddle. E.g., for a 1" tube with 40mm objective (40 - 25) / 2 = 7.5; the scope bell will be 7.5mm below the bottom of the main tube.* Going back to inches that's .295" of scope bell hanging below the tube.
Talley and a lot of other ring makers list the height of their rings from the top of the receiver to the bottom of the scope tube.
Talley low front rings for a Howa 1500 are .400" high. So even if the barrel is flush with the top of the receiver and has no taper the scope bell would still clear it by over .1" (.400 - .295), since most barrels are tapered and sit below the top of the receiver the actual difference would be more.
* yes, an inch is actually 25.4 mm so the result would be 7.3mm but I wouldn't worry about .2 mm.
