They can only do it individually by remote to people who allowed a Smart Meter to be put on their house. They have to expose themselves to those that didn't allow it.

They can go into the field and kill sections pretty much as they please
You go to co-ops outage map and they show they have crews in place and an estimate time for repairs , that is all the average joe knows
You think if it’s a govt orchestrated outage they give a shet about inconveniencing a couple hundred customers?
