All intentional. 1965 Immigration Act. It was pushed heavily by organized Jewry (massive money behind it), despite being extremely unpopular among the American people. Kevin MacDonald does a good job of covering the history of it and who was behind it. The bill (written by Norbert Schlei, the main legal advisor to President Johnson) was pushed through by US Representative Emanuel Celler and US Senator Jacob Javits. Read, particularly, Chapter 7 of MacDonald's The Culture of Critique.
