At what level of the DOJ Matrix does Personal responsibility start? Can they be sued? Or do we have to whack them?

Example, The Browns could not get Justice Criminally, so they sued Civilly.
We will never get justice Criminally because we've denigrated to a Nation of "Traffic Courts" , the same Gov. that issues the ticket, judges whether you deserve the ticket. And we all know how that ends.
