Rocky is right. It just serves as an early warning system. I am unsure of the motivation to do so. I guess many do it for attention and are not prepared for the attention they will get. Maybe it is just a follow the pack kind of thing. Either way, it does not say anything good about the person.

I always see colored hair, goth look, multiple piercings, and such as a desperate plea for attention. It screams "Look at me". It also alerts normal (what is normal) people to the presence of crazy.

It's a somewhat less permanent method of self-mutilation than getting tattooed. It still showcases mental illness, just not in an irreversible way like other forms of "body art".

Dropped off a donation at the local youth ranch yesterday, girl on duty had goth makeup and nail polish, the female sandwich maker at the local sub shop has dyed green hair but still makes a good sandwich. If I have to do business with young folks I just smile and be friendly and so far 100% of them have been friendly back at me and we get on with whatever transaction we're doing.
If previous generations of DA, long hair, mullet wearing people are any indication, when they're around 35-40 or so they'll look back at pictures of themselves as teens/early 20's looking ridiculous and say, "what the hell were we thinking?!", just like the generations before them.
Now, if you're 35-40 or older and still wearing a DA, a long ponytail or a mullet, or in 2043 still wearing dyed hair...

Hair dye is a cosmetic, so no permanent harm done. If they’re otherwise clean and pleasant, WGAF. Lots of tats are unsightly to me, metal in the face more so. I have a woman, so none of my business, unless I’m eating around them.
As mentioned above, crazy hair, clothes, and tats etc are often decoys to distract the eye from fat, or other negatives.
Still, it’s always a mistake to make assumptions about folks, especially if you’re going to be around them much. Take the time to figger those folks out. Might get a pleasant surprise.

When my daughters were in high school they had ,Homecoming Day, or a big football game against their big rival,the girls would spray their hair with the school colors (green & white ) . As I've aged I've noticed I have been blessed with the "Older man look" I'd not harm a mouse or raise my voice but looking at the interpersonal failure to communicate of the neon hair set both male and female I've been told by 20somethings I give off a serious vibe. It's not intentional and I can't explain what a serious vibe is it helps me make it through the day.

She is almost done with her RN, and she put herself through school while working sometimes more than one job, as a phlebotomist. She also has two kids and is married. She sets goals and archives them, I'm pretty proud of her but more than anything she reminds me so much of my mother who also had those same attributes. To this day people I don't know come up to me and tell me how my mother helped them when they were nursing students or worked with her, so yeah I'm proud she's so much like my mom.
But she sometimes dyes her green or purple and has a couple of piercings and tattoos, guess that makes her crazy and a bad person, I would have never known had it not been pointed out here.

When a woman's over weight, over 30, still single, riding the Tinder Cock Carousel, and has colored hair, she's probably crazy. Throw in excessive tattoo's and piercings as well.

For certain, it can be a dumb mistake to pass judgement on another person's character or moral fiber on the basis of a first visual impression. So, odd colored hair (and most of the other odd "adornments" mentioned) are not any immediate problem for me. But, as with many humans and animals, I am much more likely to look again, and look longer/deeper, at anyone/thing that comes across as extraordinary in presentation. That curiosity is a normal reaction when so confronted. Wariness is another common initial reaction.
So, further observation of the person can bring discovery of other oddities, as well as inconsistencies, behaviors, etc. that yield insights - evidence sometimes leading to negative judgments. The odd-appearing person seems to be asking for attention, and that attention can lead to scrutiny, which leads to you name it.
It's life - live it - wear chartreuse hair if you like it - not a problem in itself. But, but don't be so delusional as to surmise that the odd hair does not stimulate reactions, giggles, curiosities, insights and maybe ensuing judgments by others who tend to appreciate the conventional.
If they GAF about what anybody normal thinks of them, they won't look like a freak show.
A lot of this is simply the marketing of shetty music and products to a generation that eats tide pods, can't decide which bathroom to use and is about 60% likely to off themselves before age 30.

When I owned 5 convenience stores, we had a no visible tattoos policy because the stores were in a rural area with an older demographic who preferred it that way. Accommodating customers is good for business. We had people interview for positions who objected, but it was a requirement with no room for negotiations. We were threatened with law suits, but we had had 2 different law firms that specialized in employment law write/review all of our policies before implementing them. There was a little pushback at first, but when employees started cashing their profit sharing cheques most of them decided that following the rules wasn't so oppressive after all. The guy who bought the stores from me implemented his own policies that included eliminating our appearance codes, which the employees liked, and the profit sharing, which the employees didn't like.
I judge people all day long, every day, all year, by what they do, how they act, and how they look. It often saves me time, saves me money, saves me frustration, and may save my life. If folks want to defile their bodies or go around looking like a freak, that’s their choice. I get to make choices, too. I choose not to put too much effort or trust into folks who choose “Look at me!”, over “I’m a trustworthy/honest/hardworker!”. Hair can be changed on a whim. Who cares. Grow it dye it cut it grow it. Told my kids when this subject came up they could do as they wished on a renewable resource. I also asked them to refrain from decorative piercing other than earrings for my daughter and tattoos while I was responsible for them. Each complied and actually have kept it up. Each now in their 30s.

It’s pretty universal. If you see a women dye their hair different normal colors a lot. Sure sign of crazy. One I hate is dying hair gray. I see that sometimes and am like what in the actual hell. Of course weird colors are a sign of a total breakdown in logic and viewpoint
