I'd like to find a scope for my 99 in.308.I have the flip off scope mount that I'd like to use but that has been a problem finding a scope that will work.I've tried several but the scope can't have a"boss" on the left side of the tube opposite the windage adjustment dial and the bell has to be small enough to clear the flip-down rear sight.any suggestions

Does your flip off mount have a brand name?

It is most likely the Pachmayr Swing Low. We have messed with these for decades and they work great with the right scope. This was my grandfathers scope mount of choice going back to the 50's for his 300 Savage. I don't know of any modern 1" scopes that will work with this mount. An older S&B or other euro scope is what I have been using and now have an IOR Valdada fixed 4x on a Savage 99 in .308 that is just about perfect. All of the earlier made older steel tube early US scopes pretty much work also.
I have a number of these and the parts for them if anyone is looking.

yeah I think you're right--its a Pachmayr I have an old 1" tube weaver but the 40 mm bell is too large for the rear sight to clear

Best solution is get rid off the tip off mount. Make a commitment! I guess flip offs and see-thru mounts made some sense 60 or 80 yrs ago with the scopes available.
Objective size fix is easy, low power scope with straight tube/no objective bell. Or search for a compact scope with smaller objective size.
No "boss" on left? Good luck with that. Some are smaller than others, but you may need a real antique to find one with no boss.
I picked up a mid 50s 99F a few yrs ago with weaver flip off mounts and a vintage scope, very first order of business was remove that POS. I think the scope is a Weaver K4. Still have the scope and mounts and could part with them.

I put a K3 with a pachmyar top mount scope on my EG in 1959. It worked.

99 DL ‘66 in 308, came with weaver tip offs and a Leupold M8 fixed 4, 4 x 28.
Works so well I can’t justify taking it off. On top of being period correct.
Glass is old as [bleep], so are the mounts. But, it does work….
