So, I do get the basics.

Question - when these fake - and real ones - calls come in, don't they lock unto the phone/caller? Cannot the caller be then identified? Short of a burner.

If so, how come there isn't any fallout to the caller (at least if the swat goes down on a deplorable?)

Tin hat coming off and I'm going to sleep now.

There was a swatting in Wichita KS a few years back where homeowner got shot by a cop.
The caller was from somewhere in California and he went to prison.
Seems to me they could trace if they choose.

ANI spoofing tells whomever is being called a false phone number. Make the call using Voice over Interweb and a couple of VPNs to obscure your identity and voila.

Extra points if you can spoof the number of the residence you want swatted. Or one of their neighbors. Their land line, not a mobile.

There is one app (probably many more) called 10-21 that cops use all the time. They use their phone but it’s not their number that shows up on caller πŸ†”.

Mostly a lack of will on the part of the people investigating it. The reason why the people who have swatted Marjorie Taylor Greene haven't been caught is due to that.

It is possible to do it in a way that can't be traced back to an individual, despite what rotary dial landline boomers think, but I think it is unlikely that most swatters go to the trouble.

Spinning up SWAT or SRT, deploying them to a location, and then actually conducting a knock/entry/breach - all from a phone call is really lazy and schitty police work!

It would end in one week if there were a few setups involving foreign terrorist tactics.

I'd say 3, maybe 4 incidents nation wide.
SWAT walks into an ambush, maybe delayed IEDs to pick up later responders.
The way its done overseas.

Dey gotta go home at the end of shift.
Put the danger of attacking a home a O'Dark thirty,
without due diligence,
on them,
instead of those "Protected and Served",
and things would change.

And unfortunately, there would then be people killed or hurt bad because of
slow response.
And the outcry would be deafening.

Easy job, policing America.πŸ˜‰
