So what makes a good or great Western?
A great movie of any genre has to start with a good story well told about interesting people. What makes a Western different?
I tried to watch Sukiyaki Western Django last night but couldn't get through 15 minutes of it, it was just stupid, over the top one dimensional Superman Gunslinger facing other one dimensional characters with everybody being uber cool, funky dirty bad guys.
Even though a lot of Westerns, especially Clint Eastwood movies, feature the Invincible Gunslinger protaganist, Unforgiven is a good story about characters with some nuance, so is Outlaw Josey Wales. The characters go through some kind of arc or personal journey and come out the other side changed. The Man With No Name movies feature a bunch of mostly one dimensional characters but Sergio Leone's directing and Enrico Morricone's music lift them well above the others.
The Searchers is a good movie about people. Tombstone was good mostly because of the acting. Tom Horn was a great movie IMO, it was a good story well told with good acting about a multi-faceted character.
The worst Westerns IMO are just "John Wick in the 1870's".
A Top Ten or Greatest list of anything is almost impossible to make and particularly impossible to have people agree on. Take 100 guys and have them choose the prettiest woman, the best beer, the greatest car or truck and you'll get 100 different answers. If you like it, you like it - that's the best criterion.

My list would include a lot of John Wayne movies. Selleck’s Quigley was good. Just about everything Jack Elam and Struther Martin were in was good. There’s a lot more than ten but Henry Fonda was a piss poor actor in my opinion.
