hello, kinda new to big bores. I was wondering if a .450 NE 3" would fire safely in a .450 NE 3 1/4" rifle. thanks

did you mean the 450 No. 2 (3.5") ??
these two are really quite different.

The 3 1/4" was a modification on the old BP round. Has a .042" rim and with most powders a charge around 95 grains.

The 3.5" (No. 2) has a .080" rim, thicker walls, and an average charge of 110 grains.

The case shape is very different too: the 3 1/4" has no shoulder, the 3.5" does. COL for the 31/4" is 3.950, for the 3.5" No. 2 it's 4.300.

Just wondering if you weren't possibly confusing the 450NE's with the 400's, specifically the 450/400NE 3 1/4" - which uses the same basic case as the 450NE 3 1/4" case but with a shoulder and long neck and the 450/400 3" also known as the 400 Jeffery.

Cases are not interchangeable and shooting the 3" in the 3 1/4" version isn't advisable idf even possible since the later 3" case has a thicker rim.

I've never heard of a 450NE 3" round, btw.
