Most shipping companies, only pay out 2% of all the claims made for reimbursement.

But what you have, I think you stand a real good chance in being in that 2% crowd.

I think the shipping party has to file the claim. Had a similar type scenario which I documented with photo, sent to company and they sent new replacement immediately.
On next order soon after that, the company had removed that shipping option for my purchase.

I ordered some Hornady brass and got an email from UPS a few days later that said it had been delivered. It might have been delivered but not to me. I tried to contact UPS to tell them I didn't receive it but wasn't able to. I called Hornady told them that I didn't receive the brass and they said no problem we'll send it again with no charge. I kept trying to file a claim and you're right the shipper has to file the claim. They're claim was rejected because UPS told them that I told somebody (?) at UPS that I did receive the order. I kept trying until I finally got a call from UPS customer service and told them the whole story. They gave Hornady a refund for the brass I didn't get and for all the shipping costs.

I've noticed after they renegotiated for more pay and benefits to the average of 170k total, their service has gotten even worse.

UPS and USPS fine. Fed Ex sucks every where I"ve ever run into it though. Once, in Alaska, 6 months later a couple of BCG showed up after I had them reshipped and received via another carrier. Of course that made it that much worse because then had to get the bolts shipped back....

The regular UPS driver who runs our route does an excellent job- - - -the seasonal independent contractors not so much. That little envelope with some cash in it that I leave on the front porch when I'm expecting a delivery might have something to do with the quality of service I get- - - - - - -there's just something about saying "Thanks!" with some dollars attached that has always worked well for me!
