I have a RCBS gauge for concentric measurement. When I put a case on it to check the case the amount of run-out is dependent upon the amount of pressure I put on the case to spin it. How do you know how much pressure to put on the case while spinning?

You have to figure out how to be consisted with your tough and spin speed. These tools need some brain power on the part of the owner.

I look at it this way, it's no better than the most consistent you can make it with whatever level of pressure you decide to use.
I try to adjust it to minimize the pressure you are holding against, and also accept the fact I probably won't be able to spin it a full revolution - so try to get a good, solid half turn. Then do the other half.
Some guages are easier to use than others. The sinclair is my preferred.
