Swifty that is not the case on every brass. I have some New ADG 28 Nosler brass that the bolt closed pretty stiff on untill i bumped the shoulder on. I assumed with new brass no problem loaded some up well guess what? Thats what I get for assuming.
How does the old saying go measure twice cut once.

So I interpret this as brand new, unfired brass that is .003-.004 under “factory”?

If so, then yes, it will measure shorter than fired brass. Or as Sherm mentions, usually anyway.

Just shoot a few rounds and see what happens….

It was once fired brass. I went ahead and fired it. I'm going to start loading into the lands so the shoulders will expand fully. I've got to use my bullet comparator and find where my lands are. Thanks!
