What is the best rechargeable flashlight with adjustable lumens , Up to say 12 or 1800 lumens , and where are they available?

Get one with a 21700 li-io battery, 2000 lumens easily. Sofirn, Lumintop, Acebeam, Fenix, Olight, Thrunite, Nitecore, Mateminco, Convoy are good choices. Unbiased reviews: https://1lumen.com/21700-reviews/

I use a streamlight strion for work everyday. Older version, not the new one.
Its not the brightest, but its durable. Ive droped it on concrete plenty of times. Replaced the click button a couple times. Bsttery once..

I have a number of Streamlights, real happy with them. Had a couple older ones where the tail cap buttons went bad and they sent new no questions asked. You can find them everywhere, Amazon, Bass Pro, Sportsman, etc

Based on the recommendation of firefighter and LEO friends I went with Streamlight and I've been well pleased.

I have had great luck with Fenix for many years. My current carry light is a PD36 rechargeable . I don't know if it's the best but it's good enough I am not looking for a replacement.
