A buddy of mine has a Savage 99E in 308 that won't chamber the last round from the rotary magazine. We thought it was dirt but it appears to be either a weak spring or the spring needs re-winding. Can that be done, winding the spring tighter? I'm trying to get some information out to him in Colorado before he takes it apart. Thanks in advance. The rifle was purchased in the mid 70's.

Yes,the rotor spring can be rewound.
Take a tour over to the Savage Collectors Forum here and someone will xplain it to you.
You gotta take out the mag spindle screw,put tension on/rewind the rotor,slide screw back in place.Might take a few tries to get it right.

There's a sticky at the top of the thread that I think explains it.. "Misc. Good Info" or some such. Ask if you can't find it.

Look under Savage Collectors forum to subject "Misc. Good Info". The instructions for tightening the rotor spring is under "Rotor Tension". Years back, the Savage factory was the only place the tension of the magazine rotor spring was done, but they no longer do any work on 99's.
I printed out the instructions for my friendly local gunsmith, and he has done about ten of my 99's and 1899's, and is now an expert.
