Does anyone know if/how one can buy a rifle in Canada for a U.S. resident (myself) and not pay the aprox. $100.00 in fees to do so?

[color:"green"]I didn't find anything that said you couldn't apply for your GST back on you purchase. You may want to find out more for sure.

Here is what I found out about exporting firearms though:

"Exportation of Firearms
90. Neither businesses nor individuals can export firearms from Canada by mail.

91. All shipments of non-restricted and restricted firearms destined for export to countries other than the U.S.A. are subject to export control under the Export and Import Permits Act and must be accompanied by an export permit issued by the Export Controls Division of the Department of Foreign Affairs and International Trade. Please note that, as of January 1, 2003, the authorization to export will replace the export permit.

92. Applications for export permits are available from any customs office or from the Department of Foreign Affairs and International Trade, Export and Import Controls Bureau, at the following address:

Export Controls Division
Export and Import Controls Bureau
Department of Foreign Affairs and International Trade
Lester B. Pearson Building
125 Sussex Drive
Ottawa ON K1A 0G2

Telephone: (613) 996-2387
Fax: (613) 996-9933 "[color:"green"]]

more info here

and

"Export procedures
Currently, if you are exporting non-restricted or restricted firearms from Canada to the United States, you do not have to stop at customs when you leave Canada. However, this will change when the relevant sections of the Firearms Act come into force.

If you are exporting non-restricted or restricted firearms to countries other than the United States, you need export permits from the Department of Foreign Affairs and International Trade. For more information on these permits, contact:

Export Controls Division
Export and Import Permits Bureau
Department of Foreign Affairs and International Trade
Lester B. Pearson Building
125 Sussex Drive
Ottawa ON K1A 0G2

Telephone: (613) 996-2387

You need an export permit to export prohibited firearms, weapons, and devices from Canada. Check with customs officials of the country you intend to enter before exporting these goods.

It is customs policy that prohibited firearms, weapons, and devices will be detained and will not be returned for subsequent export from Canada.

If you are flying out of Canada, you have to follow Transport Canada regulations by keeping your firearm in a gun case and storing the ammunition separately."

"Transporting firearms
Canadian law states that you have to transport all firearms unloaded. If you are transporting them in a vehicle, they must be kept out of sight in a part of a vehicle that is kept locked (the trunk, if there is one), unless the vehicle is supervised by an adult. You have to transport restricted firearms in a locked case and equip them with locked safety devices to prevent firing. " [color:"green"]

more info from those two found here

Hope this helps... from the sound of it, there are fees for those permits and stuff (probalby can't recover those costs)

I really don't know if it is possable for you to buy a gun here in Canada . A Canadian resident has a heck of a time getting a PAL(possesion and aquasition licence) required to buy a firearm and as far as I know a busness cannot relase a gun to a buyer without registering it to any person not in possesin of the PAL . As for the $100 dollar fee I thought that you would be paying more it costs us $25 Can. to register each gun so I thought that if you could buy a gun here they would really gouge you.

P.S. I don't know if this will help but this is the phone number and web site for the Canadian Firearms Center

Good luck on getting GST back on anything. In the first place they have a minimum dollar amount of purchases required. Secondly, keeping the receipts and filling in the forms are a hassle. Thirdly, if you hire a guide you pay GST and you are told, apply for your GST refund. Sounds great except they don't refund GST on services. This is just another way to take advantage of the money coming into Canada from the US. and trying to make you feel better by telling you that you can apply for a refund. I have tried several times and never gotten a cent. I wish they would just be up front and say "Here is the price. Pay it or don't." I don;'t like to be strung on by this "Apply for a GST refund" game.

I don't know what $100 fee you are talking about. The export permit is free just a bunch of paper work to do on this end. Shipping has to be by one of only few carriers Canadian Air Cargo is one I think. The GST (7%) is only if you buy from a dealer.

I am trying to sell some firearms and have had request from the US. The gouging I see is the dealer in the US wants $200 to handle the paper work.

Smokey,
The $100.00 fee comes from a Canadian web page I looked at for a business selling used firearms. They said to include an extra $100.00 if buying from the U.S. to cover the additional permits, fees etc. It seemed a bit much to me, but I've also heard how different it has become in Canada.

Corelokt308,
The $100 dollars is a dealer imposed fee. The import/export permit on the Canadian side is free. Now he might be charging for the extra time to deal with the paperwork but that is his problem. There might be a SMALL fee to deregister the firearm but that is it. I am not sure of any fees on the US side but will be looking into that in the very near future. Smokey
