I usually just drill out the wedge with an appropriate size bit, drilling multiple holes as close together as you can get them and then tap the old handle out with a bolt or punch, while holding the axe head in a vise.

If you don't have a vise or tools, just pitch that sucker in the fire, fish the head out and drop it in water to keep temper. Install new handle. Cut the handle off, now you just have the head with the left over wood in side head. Take a hammer and some kind of blunt punch that will fit in the head, and drive the wood back out the top of the axe.
