I have a beautiful restored 99F. I am going to mount a Leupold 1.5-5 X20 scope on it using Weaver bases. I will be able to leave the rear sight on the gun and use it over the bases (I hope). I need to get a nice looking secure set of rings. They don't need to be quick detachable but at least detachable and remountable without losing the scope's position. I would like something that doesn't look clunky but matches the gloss finish and the featherweight look of the rig.
Suggestions?

Hate to say it, but best/lightest to fit Weaver bases are Weaver rings. You can also run them lower than about anything, which is a plus for getting a good check weld on a rifle designed for open sights.

Dang, that looks familiar. Do you get good position on the scope with that stock? Yes I did notice that the weavers were real low.

Good enough, I'd not want higher.

I like Warnes and Leupold QRWs, which are made by Warne, on my Weaver style bases. The Warne Maximas are smooth, with nothing projecting off them to catch on anything in the field. I'm using a set of low Warne Maximas to hold the Leupold 2-7x33 on my Savage 99F in 260.
If you don't want/need the QR option, why would you be taking the scope off and then putting it back on?

I want to be able to take the scope off using screws or torx bolts to use the iron sights occasionally. I just don't require the convenience of easy off levers. My son has cast his eyes on my .308 BLR and I just may have to suck it up and use the Savage 99 .308 and let the boy tote the Browning. I am curious to see how the 99 prints a group with the scope onboard as all my shooting so far with it has been with irons. I can sense a little father/son shoot off coming here. Warnes were on my short list.

Warne Maximas would not be a good choice for the application that you've described. The standard Weavers like Scott has on his 99F would allow you to remove the scope and use the open sights, but you might have to have your 'smith mill a little metal out of the rear Weaver base, so that you can see the notch in the rear sight.
