It surprises me only one poster mentioned it, REL 22. RL-22 and H-4831SC are THE best powders for my 25-06. Both delivered identical accuracy. Yesterday I loaded up a bunch of RL-22/Speer 120 grain BT bullets. Still gotta try some of Dobr's 7828 he suggested. It's a 50 mile round trip to get some, so next time up there I'll buy a pound. They have it on the shelf.

I'm guessing either bedding and either floated barrel or a properly pressure bedded barrel point is the solution.
25-06's are usually pretty easy to get to shoot if the gun is right.
RL-22 & 100's, 115's & 120's never don't work........this caliber just dotes on RL-22.
I like TSX's in 100's & Partitions in 120's.

I have a 90's model 70 in .25-06. It shot OK when I got it, but has been finicky. It in't the cartridge, it's the rifle. Step by step I have acurized it. Trigger work, pillar bedding, floating the barrel, speedlock firing pin & spring, lapped in the rings, put a Leupold on it, recrowned the barrel. Groups keep getting tighter and tighter. It is sub MOA now and likes IMR4350 and 117 gr Sierra pro hunters. I will glass bed it next. Take some time to accurize it. Mine went from 2"+ at 100' to consistently <1".
I paid $100 for the rifle, so I'm not disapointed in the least. Besides, I sure have learned a lot about a rifle.

Try some RL-22 and the 100 grain Hornady bullet. I have tried that combination in several .25/06 with great results.

I've owned three 25-06s over the past 32 years, starting with a used M700ADL walnut. All shot the same load very well: R-P cases; CCI 200 primers and 54grs of IMR4831 under a 100gr bullet. In my experience with a fair number of 25-06s, have yet to see one that will not shoot well with that load.
Most accurate loads have long been with the Nosler BTip 100 grain bullets, but all shot the Sierra 100gr well, too. For that matter, most of them also did well with 87gr, 117gr and 120gr Sierras. Same cases, same primers, same powder.
Still have a tang safety M77 sporter and an FN M98 with 24" SS Douglass barrel (what's now a #5A contour). Both see nothing but that load and 100gr Btips. Neither are bedded, both are floated to the chamber area of the barrels. Either will do sub one inch from the bench, both have killed deer at over 300 yards, farther for the Douglass-barreled one. It's a great round, in my opinion.
Best wishes, but in my experiences 15 minutes is not long enough for a "pencil-barreled" 25-06 to cool, after 3 or 5 shots.

If it is a new gun I would bet on the barrel being copper fouled. This happened to a buddy of mine and he could not figure it out. He brought his gun to me we cleaned it shot it cleaned it shot it...... once the barrel stoped fouling so bad it held groups.

RL22 works great in the 25-06. I've used in 2 with 115-120 bullets.

I have been around 25-06's for as long as they have been a factory round bout 1965 as for inconsistant groups what i would do is try more types and makes of rounds and powder . I have found in the past the best starter is with h4831 this is the powder that started the 25-06 . so have fun there is a lot more to try out before you decide to put more money in the rifle as in haveing you gunsmith work on it .
