Start low and work up, 27.8 is at the top of the scale and may be too hot, especially in military brass. I'm using 26.5gr of AA2520 (also ball powder) with MT gold 55gr FMJ's and LC brass. With 26.5gr of 2520 I'm at the bottom of the case shoulder. I would check my scale, and the case volume of your brass. In my experience even a compressed load should not be over 1/2 way up the neck. Military brass may be thicker and have less volume than commercial brass.

26.5 grains of 748 with a 55 grain bullet works very well.

I use an RCBS powder measure and about a 7" drop tube and it really helps getting these compressed types of loads in the case. That load should be safe, especially with mollied bullets. I switched to Benchmarck powder for my .223 since it is much cleaner than 748 and doesn't need as much compression. Accuracy is equal for me with both powders.

For what it is worth, I found some old data, that listed a max of 30 grains of W 748 in the 223, so I worked up in 3/10 grain increments with 50 grain bullets ( if I remember correctly)..

however not only were the rounds still safe to shoot, they also turned out to be very accurate.

but when I say that Max was the 30 grains ( Lake City, Win and Rem Brass).. I mean you could not have gotten 30.00001 grains in there... it was of course compressed and had to be crimped also, to keep the bullet from backing out..

So it wouldn't be worth it in the long run.. but what you are speaking about, pressures will be safe

26grs of Varget is pretty warm for 69gr sierra's using LC Brass, be careful. I've shot THOUSANDS of this load in commercial brass but I did find a couple chambers that it was a little too warm in. LC brass would be even worse.........................DJ

223 usually is a compressed load. Sometimes a pain to get all the powder in the case. And I cringe when I hear that IMR4895 packing down when I seat the bullet. But never had a problem if following Quickload or a reloading manual.
