I want to use Talbot or Talley q.d. mounts, but neither makes bases for either my Ruger #1 or the Blaser R93 I intend to buy. Who could make custom bases for me, or modify one of the standard bases, and about how much would it cost to do this?

Talbot makes them for the Blaser. I was there in his shop when he finished his prototype and then his first production peice.<BR>For the Ruger #1, A set of Talbot mounts can be modified to work on it.<BR>If you are not in a hurry for the #1. They are the two smiths there now scince I left and they will help you just fine.<BR>Choosing the Talbot mount is a wise choice.
