I need to know what if any value it has.It comes in a presentation case.I was told it was made on a temporary permit for the military as a way to use up their 45-70 cases before switching to the 30 cal.The shells are a 45-70 case with a wooden plug in the end.Any info would be appreciated!!

Maybe a line throwing gun:

The military did not need any permits for weapons. The 45-70 stayed in service long after the 30 caliber was adopted, so no need to use up ammunition.
