I also got my eyes open for an H&R 999. Fell in love with 'em years ago and almost got one once but somebody beat me to it. Still have my S&W Model 2206 TGT that I bought new back in 1995 and that's been a real sweet piece. There are so many nice 22LR handguns out there that I could probably never pick out a "best". I really do regret selling the S&W Model 39 that I had back in 1975, but when you're young you always seem to do a few stupid things.

S&W M-317 Air Lite if you don't want to be weighed down. You will forget it's there. Otherwise a S&W m-34 Kit Gun. My wife likes her Charter Arms and my daughter likes her Taurus M-94.

Get a Ruger Auto and never look back. The ruger auto will shoot rings around any wheel gun.

For a beater, the ruger mk2 would be really hard to beat. For a really great one to shoot, I love my old K model. Strictly paper, the model 41.

As someone else has said, there is no "best" 22, but here are a few of my favorites:
Smith & Wesson Model 18 "Combat Masterpiece" - K frame Smith with 4" barrel and adjustable sights, trigger job by Teddy Jacobson, target grade accuracy, great practice piece for DA shooting and all around fun
Hi Standard Model 106 Trophy - terrific trigger, one of the best target pistols (along with the S&W 41)
Colt Cobra 3" fun gun
Walther PP - action work by Teddy Jacobson, fun gun
If you only have one .22 - you need to get more .22s!

Browning Buckmark. I have had it 17 years and it has been shot 10's of thousands of times and still using the orginal magazine. The only time it will even try to malfunction is when the gun is so dirty the recoil is not enough cycle the slide because of the dirt.
I also have a couple of smith & wesson 41's and they are very nice pistols but I still prefer the Buckmark.
Blanket when did they make a 4 inch 41? Is that a factory barrel or a custom? I thought they only made a them in 5 inch, 7 inch and 7 3/8 comp?

I've had a bunch, my favourite by far is my 1957 6" no-suffix M17. In fact it's the only 22 handgun I still own.
I like the originals without the heavy lug barrel. And one with a 4" barrel would be VERY nice.
Anybody who seriously concerns themselves with the adequacy of a Big 7mm for anything we hunt here short of brown bear, is a dufus. They are mostly making shidt up. Crunch! Nite-nite!

I like my Ruger 22/45 a lot.
That said, I'd love to have a Beretta Model 87 in 22LR.
I'm not even close to being a Beretta fan. But I've handled my friends Beretta 87 and fell in love instantly.
