Another classic from hillbillyjake.
Not enough info pal but anything can be done given enough money.

Assuming it is a 7mm Remington Magnum there are better choices for a rebarrel to 6.5x284. My action of choice would be an action in something 06 based or you could build one on a short action with a 308 based cartridge either way there is no need to change out the bolt ect....

264WM 300WM 338WM or 7MM Remington Mag or something along those lines. Edited to add that you can re-barrel a 7MM RM to a 7MM RM

I assumed since you have a 7mm Remington mag that you don't want that you would not be interested in re-barreling it to 7mm but you certainly can if you want.

ya looking to rebale my 7mm some something different You can't rebarrel an action with a magnum bolt face to a 284 Winchester based case. Depending on the action, you can rebarrel it to almost any other magnum. If you want to go with the 284- you will need a new bolt.

Does that mean to replant after harvesting the "barle" ?

He can't even spell barrel, he is not going to know what bushing a bolt face is, which is usually just done to the face to make the firing pin fit better and not to make the bolt face smaller...

Jake, we love your posts, but you've got to get an understanding of cartridge case head sizes, bolt faces and action lengths to understand what can be converted to what and how easily.
