I was sighting in my rifle with new Leupold VX-III riflescope.
I'm shooting about 1" low @ 100yds.,and can't elevate the dial any higher. What can I do?

make sure your mounts aren't bad then send the thing back to leupold

If you're running two-piece bases, make sure that you have the right bases and that you didn't flip-flop them. If not, you may need to shim your rings to buy more elevation. In my experience, this issue is quite common.....and it has never been a problem with the scope, at least on my guns.

just to make sure it is the mounts if you adjust it down do you get a lower group? If not then I would say the scope is messed up but more than likely you need different mounts or something.

What mounts and what rifle are you using?

I'm using a Winchester Model 70. Mounts/Rings are Leupold. Could the Rings be reversed? Just a thought.

a good possibility

I dont know model 70s but on 700s one base is taller than the other but I dont think that the screw spacing will allow you to invert them

I bet if you could throw a picture up one of the experts could pick out the issue quickly

If the windage adjustable base is back of the bolt, you have it on right.

use Burris sigbature rings with the plastic inserts and buy the offset insert package and use whatever combo it takes to get your scope zeroed in. opticaly recenter your scope first before you use any of the inserts. you should be able to get your rifle shooting within 2-3 inches or your desired POI without useing any adjustments of your scope, then fine tune with the internal adjustments of your scope.
