Here's why I think you are being evasive
1 - you stated that you were not sure how to measure LOP. You can't be serious.
2 - you did not position the measuring tape in a manner to accurately determine LOP
3 - you did not answer my question. Are you representing that the rifle has a 13.5" LOP?
4 - here is your quote from when you listed the rifle the first time.
YES LOP IS 12.25 INCHES.
THIS GUN WAS BUILT TO BE A CARRY GUN.
5 - you stated that the stock has not been modified. Below is the listing as produced by the original owner of the rifle. He states that the LOP is 12.25" and also stated in the posting that the rifle was built for his daughter (hence the short LOP)
