A young (~9) relation of mine is on a kids 4H BB club/team. They are all using a standard Daisy single-shot gun, and the organizers said that you could add weight if you wanted to (up to 6#, I think).

I think I'm the one who'll be enlisted to do the work, but I've never added weight to a rifle, and figured the campfire might have some accuracy nuts who have.

I figure too much out near or past the forearm will make it hard for the kids to hold up. Drilling and filling the stock would probably be easy, but I don't know if that's the best location. Or if a combination is right, like trying to leave the COM the same and put some ahead and some behind.

What's the best solution?

I'm no expert but at nine years old I couldn't appreciate that added weight that helps stabilize a gun. It wasn't until I was older and stronger that a heavier rifle or shotgun felt good to me.

Before you go through the trouble of affixing a weight you might just want to see if the kid likes it and then get an idea of how much and where. Use a plastic bag draped over the barrel with something in it to experiment with.
