Will a soldering iron heat a screw enough to get Red Loctite to turn loose?

How big a screw and screwed into what ? We use a pencil torch on scope bases if needed.

That would depend on the capacity of the soldering iron. A 15w iron probably won't do it, as it doesn't have enough capacity. A 100w soldering gun should.
