Gents, has there been a rule change I'm unaware of?
To ship a rifle out of state, do I still need a copy of the FFL to where it is going?
Would seem I would have heard if the rules have changed.....

Doug, No change that I'm aware of. All you really need are the first 3 and last 5 digits of their FFL number to check/verify it on the ATF's site. https://www.atfonline.gov/fflezcheck/Then wrap 'er up and ship 'er off. -Dan

I've had boxes containing rifles opened during shipment. I won't ship a rifle unless the buyer provides a signed copy from his FFL, which in-turn goes in the box with the rifle, whether it's required or not.

A faxed copy is ok. Signed in ink not necessary any more. I bring it to show the counter monkey if he needs to harass me. I do both. A copy goes in the box, with the buyer's name written on it, so there is no confusion on the receiving FFL's end, in case it's inspected for whatever reason along the way, or worst case scenario the shipping label on the outside becomes unreadable. Not necessary, but cheap insurance. I also have a copy in hand, in case I ever get challenged. Of course, shipping from a small town post office, where they literally know everybody by name, makes it easy, with very "challenges". And faxed copies are fine...

Doug, NY may be different than TX, but here all you really need are the numbers I mentioned above. When you punch the numbers into that website, it will give you the name and address of the FFL, and that's where you need to send it to. Actually having the FFL in hand is not necessary, but most people like it because it gives them a warm and fuzzy. Edited to add, I usually will comply with whatever the seller wants. My FFL guy has emailed me a copy of his license and I'll send that out when somebody asks for it, but there are always people that want a signed copy or a faxed copy or whatever. Not needed, but like I said, it gives them a warm and fuzzy, so I go along with it. -Dan

FWIW, the FFL I use refuses to send out a hard copy any more, stating the ATF put out a memo instructing dealers not to send them due to fraudulent copies/licenses being circulated. Said they were instructed to give numbers to verify on the ATF's Ezcheck web-page.

Sold a rifle, the buyers FFL told him I didn't need the FFL, want to be sure.
According to ATF;
478.147 Return of firearm. A person not otherwise prohibited by Federal, State or local law may ship a firearm to a licensed importer, licensed manufacturer, or licensed dealer for any lawful purpose, and, notwithstanding any other provision of this part, the licensed manufacturer, licensed importer, or licensed dealer may return in interstate or foreign commerce to that person the firearm or a replacement firearm of the same kind and type. See � 478.124(a) for requirements of a Form 4473 prior to return. A person not otherwise prohibited by Federal, State or local law may ship a firearm curio or relic to a licensed collector for any lawful purpose, and, notwithstanding any other provision of this part, the licensed collector may return in interstate or foreign commerce to that person the firearm curio or relic.
The key here being "licensed dealer", I'll wait for a copy of said license before I ship.

Absolutely.. If nothing else, it's a CYA thingy.. I always provide a copy of mine when I have a customer ship a rifle.. No problems that way.. And for God's sake, don't use UPS.. (hehehehe)..
