I've found this to be overstated. Anyone else?

QL suggested loadings with a stated 100-103% fill are not compressed and powder can be heard to "rattle" when the cartridge is shaken. I've had this happen with 30-06, 260 Rem, and 6mm Rem. Yes, I checked OAL's. Guess I need to change some case volumes.

Yes, case volume. Especially if you are just neck sizing.

Gross case volume can vary widely, depending on who makes it.

The default value in QuickLOAD may not be accurate for your cases.

Also be aware that tiny bubbles of air clinging to the inner sides of your cases can throw your measures off. Use a drop or so of detergent in a pitcher of water to kill the surface tension, and rap the case on a hard surface a time or two to dislodge these little "air bells" (as darkroom veterans know 'em).

It's not so much the case capacity. It's more or less powder bulk density, which is allowed to vary plus/minus 5% for most manufacturers.
