does anyone know of a decent scale to weigh bulk powder. I see some advertised on e-bay, but they look pretty cheap.

I would not need to weigh any more than 25 lbs You can get a quality digital shipping scale at Sam's for under $50 and it will weigh down to .1 pound.

I have an Escali that has been great. It tops out around 33-36 lbs. Runs on AC or 9 volt. I have had it for 6-8 years I would guess.
