Looking for opinions and advice on a 700 ML. I have a chance on a. 50 that adheres to Oregon's requirements. It's blue w/ synthetic stock.

Hear some like them, but a pain in the tail to clean, and keep an 1/8" drill bit handy to keep ignition port open.

There is no way I'd pay $350 for that. The local classifieds is always full of these and they are almost always $150 or under for the blued/synthetic model, and if you look you can usually find a stainless steel one for that price.
That said, it's a really outdated design and for $150 I think it would be a good deal, but for $350 you'd be much better off with a more modern muzzle loader from T/C.

Buy a Wolf or Impact for $250. You'll be happier.

Throw some more suggestions at me......
Oregon regs......open ignition, #11 caps, open sights, round balls or conicals. Prefer to shoot inline with conicals.

If I lived there, i'd shoot a sidelock with a faster twist for conicals. Does the cap have to be exposed? Here's an option. http://www.tcarms.com/firearms/northwest_explorer.php

Are there any other options for #11 caps?
If it was me. I'd get a Lyman GPH with a 1-32 twist. Heavy gun though.

traditions has a northwest rifle set up as well. That one i know will shoot conicals good.
CVA Elkhorn is another 3 ignition type set up.
