Thanks for the link Gary, I had found the patent sometime ago and had wondered if they even tried to market it. I had found very little on the Savage Tire Company.
Steel tire

It's good he had sons - here is A.J.'s patent for a belted tire - I think this might be the first belted. This is the patent cited in the Wikipedia as the proof that A. W. Savage invented the redial tire - you can see from the patent drawings that it is not a radial but has bias (woven) side walls, I think someone at sometime wrongly assumed that belted also meant radial (and that there was only one Arthur Savage).
