Bizzare? Yes. Why? Who knows. But I don't see how it is any uglier or worse than any number of other tactical/assault/survivalist weapons.
Jeff Cooper once opined that a 30-30 lever action would make a fairly decent law enforcement/personal defense weapon.
Chambered in a pistol round with a ghost ring rear and it looks like it would be fun to shoot.
