Does 22 ammo require hazmat and can it be shipped from one non ffl holding individual to another USPS flat rate?

No USPS!
It can go via FedEx or UPS, with no other hassles or haz-mat. No FFL needed on either end.
Box it, pay your bill, and you're done.

It needs to be processed at a central shipping station, not at a drop-off. I seal the box after the shipping agent looks at it. They have the ORM-D labels also.
